What must a citizen understand in a democratic republic?

The 17 blocks aren’t set in stone. Please – argue with us in a well thought out manner, but more like a rational academic discussion, perhaps between boring British people. If we need to expand or contract the set, that’s fine. The 17 were picked for educational purposes – to reasonably answer the question – what must a citizen know and understand to meet their public responsibilities as a citizen of a democratic republic?
